asked the Secretary of State for the Environment how many applications have been made, and how many granted for qualification certificates under Section 44 of the Housing Act, 1969; in how many cases has the tenant withheld consent; and in how many cases has the county court made an order empowering the landlord to carry out the works under Section 54 of the same Act.

The Department's records, which are not yet complete, indicate that up to 31st December, 1970, 17,467 qualification certificates had been issued in England under the Housing Act, 1969, and 33,206 applications were being considered by local authorities.

It is not known how many tenants have withheld their consent. No orders under Section 54 were made in 1969 since no applications for orders were made. The figures for 1970 are not yet available.
