27. Mr. Hugh Jenkins

asked the Chancellor of the Exchequer whether, in view of the fact that as the purpose of Government advertising is to convey information to all persons rather than that of selling products to those most likely to buy, he will give instructions that Government advertising should be placed in all national daily newspapers and in all national weeklies so that those who read small circulation journals shall not be excluded from such information.

No. To accept the principle that official Press advertising should reach every reader in the country would commit the Government to advertising in all newspapers, provincial daily and weekly as well as national, since all have some readers who do not regularly read another newspaper. I could not accept that the additional expenditure involved would be justified.
