Mr. Arthur Lewis

asked the Secretary of State for Foreign and Commonwealth Affairs whether he will give an assurance that, during his negotiations for Great Britain's entry into the European Economic Community, he will enable African members of the Commonwealth to become associate members, and propose that such associate membership should be enabled to take place before 1975 if desired.

Mr. Foley:

I would refer my hon. Friend to paragraphs 37 and 38 of the statement made by my right hon. Friend the Member for Belper (Mr. George Brown) to the Western European Union Council of Ministers on 4th July, 1967 (Cmnd. 3345). The question of the timing of association is one which will have to be settled in negotiations with the European Communities.
