§ Mr. Staintonasked the Secretary of State for the Home Department whether he will make a statement, setting out the circumstances under which the Home Office accepts liability for loss or damage by persons unlawfully at large from Hollesley Bay Colony Borstal and similar institutions, in view of the cases Greenwell versus the Prison Commissioners, the Home Office versus Dorset Yacht Company Limited, and the Privy Council appeal decision in the matter of Kodeeswaran versus the Attorney-General of Ceylon.
