Member for West Ham, North giving the results of an in- 252W vestigation into the borstal system; and whether, in view of this and his Department's assessment of the effectiveness of the present scheme, he will now take steps to change the borstal system.
§ Mr. Merlyn ReesI have not been able to trace the communication to which my hon. Friend refers. My right hon. Friend has already announced in answer to a Question by my hon. Friend the Member for Abertillery (Mr. Clifford Williams) on 25th July, 1969, that there is to be a review by the Advisory Council on the Penal System of the methods of treatment of young offenders aged 17 and over, with particular reference to the system of custodial treatment.
