§ Mr. FoleyWe doubt the legal competence of the General Assembly to terminate, by such resolution, South Africa's mandate over South-West Africa and to revert responsibility for the administration of the territory to the United Nations. We abstained in the vote on General Assembly Resolution 2145 (XXI).
