§ Mr. Brooke
I would refer the hon. Members to the reply which my right hon. Friend the Secretaiy of State for Scotland gave to Questions by the hon. Members for Fife, West (Mr. W. Hamilton) and Kilmarnock (Mr. Ross) yesterday. I cannot say when such a body, if established, would begin to function.
