asked the Minister of Labour what estimate he has made of the average level of unemployment for the purpose of preparing the financial Estimates for the financial year 1959–60.

For the preparation of Estimates the figure of 500,000 was taken. As I said in my reply to the right hon. Gentleman on 18th February, this figure must be decided on some time before the beginning of the financial year and is subsequently revised as necessary when later information is available.
