asked the Minister of Transport and Civil Aviation to make a statement on the effect upon British shipping of the increase in the number of registrations under Panamanian, Liberian and other similar flags of convenience.

This increase is certainly a matter of concern to British shipping. The question is a complex one and is being examined both by my Department and by the shipping industry.
