63. Mr. Philips Price

asked the Secretary of State for the Colonies whether, in view of the fact that the majority of hangings in Kenya in the last 2½years have been for being in possession of arms and for consorting with terrorists and that proof of evil intent is not always easy to establish, he will consider advising the Governor of Kenya to modify the Regulations under which death sentences for this class of offence are given.

The question of capital offences created by the Emergency Regulations is under consideration by the Kenya Government, with whom I am in close touch.
