§ Mr. MaclayIn the year ended 31st March, 1951, receipts from fees for driving tests amounted to £258,500. Expenses, including administrative costs, were estimated at £341,500, an excess of £83,000 over receipts. Candidates are not asked for information about previous failures, and records of failures are not kept.
