asked the Secretary of State for Foreign Affairs whether, in view of the United Nations decision to establish an autonomous Eritrea, federated to Ethiopia, he will proclaim an amnesty for all prisoners and others within his jurisdiction who took part in the strife before the United Nations decision.

For over 12 months members of armed bands in Eritrea have been invited by public notice to surrender. In this notice the authorities have promised freedom from prosecution to those who have not been directly concerned in crimes of violence, but it would not be in the interests of justice to offer an amnesty to persons who have engaged in such crimes.
