Thomasasked the President of the Board of Trade whether he is aware that tobacconists in many parts are withholding supplies of cigarettes in anticipation of recouping a profit if the price is increased in the autumn Budget; and what steps he proposes to take, in view of the extra burden placed upon those tobacconists who are trying to distribute their supplies fairly.
