§ Mr. BelcherThe open general licence for the importation of raw furskins was revoked at the end of August, and imports will in future be permitted only for direct re-export or for supply to holders of quotas earned by exporting manufactured fur goods. The procedure is designed to secure a favourable exchange balance in the fur trade. It allows strictly limited sales on the home market which are essential if exports of manufactured fur garments are to be stimulated. As regards the second part of the Question, I assume that my hon. Friend is referring to the use of paper for advertising circulars. The gratuitous distribution of advertising circulars is restricted under-the Control of Paper Orders, but if my hon. Friend will furnish me with details of the case he has in mind, inquiries will be made to see that the Orders have been complied with.
