asked the President of the Board of Trade if his Department intends to allocate scarce raw materials to industrial users in such a way that the maximum production of essential goods is maintained, even if this means the closing in some cases, of factories which are manufacturing goods considered to be inessential at the present time.

It is the practice to allocate scarce raw materials so as to ensure the maximum production of essential goods, consistent with other considerations, such as employment which must also be borne in mind.
