asked the Minister of Works why it is necessary for workers in the building industry to be employed under varying sets of conditions; and why normal working rules are not being restored.

Mr. Tomlinson:

Variations are provided for in the working rules of the building industry in order to meet differences in local conditions and to promote the mobility of labour. The conditions of work in the industry are governed by the working rules although specially agreed provisions apply in cases where direction of labour is necessary and the Essential Work Order has to be applied.
