asked the Secretary of State for War whether any gratuity will be granted to Army recruiting officers, temporary and Regular, and to Army recruiting sergeants.

The officers are reemployed retired officers and the sergeants are ex-soldiers employed as civilians. Both classes receive civilian rates of pay and are therefore not eligible for war gratuities.
