§ Mr. Brooke
asked the Minister of Labour what are the functions of women's panels, as distinct from local appeal boards, in connection with the application of the Registration for Employment Order to women; and whether women have a right of appeal to the former as well as to the latter?
§ Mr. Bevin
In connection with the application of the Registration for Employment Order to women, women's panels advise, in cases where personal or domestic difficulties arise, before a decision is reached about availability for employment and before any formal direction to employment is issued. They do not deal with appeals as such, but any woman may ask for her case to be referred to a panel. Registered women may appeal to local appeal boards against directions to perform specified services, and if they become subject to an Essential Work Order the boards will consider any appeal for which provision is made in the Order.
