asked the Secretary of State for War if he now proposes to make any improvement in the condition of Grade 4 clerks at the Royal Arsenal and their promotion to established grades?

Mr. SHAW

The position of the clerks referred to is closely analogous to that of temporary ex-service clerks employed throughout the Government service, and it is not possible to deal with them except in relation to the general ex-service problem. The matter will be reviewed when the Royal Commission on the Civil Service has reported.

asked the Secretary of State for War whether he can now make a statement concerning the position of the second class book-keepers at the Royal Arsenal; and whether an agreement has now been arrived at as to their representation on the Whitley bodies?

Mr. SHAW

I regret that the employés' sides of the two Whitley bodies concerned have so far found themselves unable to reach agreement on the question of the representation of second class book-keepers. The question is being further explored, but in the meantime I am not in a position to make any statement.
