S. Hardy on the question of substituting a system of specific duties in place of the existing system of ad valorem assessment of cotton goods imported into India; if so, whether he will inform the House of the terms of such representations; and whether it is the intention of the Government of India to adopt the view expressed in Mr. Hardy's Report?
