asked the Prime Minister whether, in the Trade Agreement made with Russia, the claims will be recognised of English investors in the Russian Internal War Loan of 1916, such investments having been made to help the Allied cause; and, if so, whether the Government would be willing to make loans to British subjects who prove their claims, on the security of the Internal War Loan Bonds, until Russia is in a position to meet its financial liabilities?

With regard to the claims of English subjects against Russia I must refer my hon. and gallant Friend to the Declaration of Recognition of Claims which is attached to the Russian Trade Agreement (Command Paper 1207). The answer to the second part of the question is in the negative.
