§ Colonel YATEasked the Secretary of State for War what is the decision of the Army Council on the question of the promotion of majors who have been superseded whilst prisoners of war?
§ Mr. CHURCHILLIt has been decided to defer promotion in such cases until a vacancy exists in the regiment to which the officer belongs. The promotion will be antedated for seniority to the date of the vacancy which the officer missed whilst a prisoner of war; but the date for pay and service as substantive lieutenant-colonel will be the date of the vacancy which the officer is promoted to fill. Officers promoted must, of course, be recommended by the Selection Board as in all other cases.
