§ Mr. McKENNAThe considerations which led me to advise the transfer of Mr. and Mrs. Pethick Lawrence and Mrs. Pankhurst to the First Division were explained by me on 10th June, in answer to a question put by the junior Member for Merthyr Tydvil. These considerations do not apply in the case of the other pri-2082W soners, and I do not propose to advise their transfer to the First Division.
