§ Mr. WEDGWOOD BENNMy attention has been called to the resolution in question. Similar proposals were contained in the Report of the Royal Commission on Trade Relations between Canada and the West Indies, but after careful consideration I did not feel justified in taking any steps with a view to carrying them into effect.
