asked the Under-Secretary of State for War if he will state under the provisions of what Act of Parliament the Government are authorised to take compulsorily horses, in respect of which the registration fee of 10s. has been paid, in cases other than those of great national emergency?

The registered horses can be compulsorily acquired by the Secretary of State under the articles of agreement made with the owner. These articles specify that the powers can be put in force either if the Secretary of State certifies in writing that the country is in a state of national danger or if a proclamation is issued under the Reserve Forces Act, 1882.
