§ Colonel SEELYThe registered horses can be compulsorily acquired by the Secretary of State under the articles of agreement made with the owner. These articles specify that the powers can be put in force either if the Secretary of State certifies in writing that the country is in a state of national danger or if a proclamation is issued under the Reserve Forces Act, 1882.
