asked whether the last Reports of the Commissioners of Divisions in Bengal disclose the fact that the attendance at the meetings of the Local Board was small, and that little interest was taken in the elections, which in several cases failed, so that vacancies had to be filled up by nominees of the Government?

The Reports on the working of Local Boards in Bengal are to the effect stated in the hon. Member's question. These Boards, compared with the District Boards, have very limited functions and responsibilities, and more than two-thirds of the members are appointed otherwise than by election. Proposals for improving the status of Local Boards and enlarging their powers are before the Government of Bengal.
