Earl Bathurst contended that there was no substantial difference between the amendment, and the proposition of the President of the Board of Trade. The right hon. gentleman's proposition was, that no corn should be taken out of warehouse, for home consumption, until the average price in the home market reached 66s.; and that then this bill should come into operation, but not until that was the case. It was obvious that this contingency might take place then, or next year, or perhaps it might not happen for ten years. He objected strongly to the principle of the reciprocity clause; by which government would have the Lords June 12, 1827
