My Lords, I beg to move that this House do agree with the Commons in their Amendment No. 21. This amendment and Amendment No. 83 are, in effect, tidying-up amendments because in looking at the Bill as a whole we did not feel the new provisions concerning LEAs, governing bodies and head teachers and political indoctrination were best placed as subsections (2) and (3) in Clause 16, which is principally about the LEA's duty to state its curricular policy. Amendments Nos. 21 and 83 consequently move those provisions to a free-standing clause before Clause 39.

The wording here has been slightly modified. The reference to "junior pupils" rather than "primary schools- ensures that all pupils of primary school age are covered; and it is made clearer that the provisions apply also to activities off the school premises.
