§ THE LORD CHANCELLOR (Lord Hailsham of Saint Marylebone)My Lords, I beg to move that this Bill be now read a second time. This is the first of three Consolidation Bills which come before the House this afternoon for Second Reading. This Bill consolidates the enactments relating to children in the care of local authorities and voluntary organisations in England and Wales. The main provisions are at present contained in the Children Act 1948, as amended by the Children and Young Persons Act 1963, the Children and Young Persons Act 1969, and the Children Act 1975. The Bill contains only the provisions which operate after a care order has been made. The provisions of the 1969 Act relating to the making of a care order will be consolidated in a separate Bill relating to the powers of juvenile courts. If this Bill is given a Second Reading, it will be referred in the usual way to the Joint Committee on Consolidation Bills. My Lords, I beg to move.
