My Lords, I beg to move that this Bill be now read a second time. It is closely related to the Child Care Bill, to which your Lordships have just given a Second Reading. It consolidates provisions relating to the fostering of children by private individuals. Its provisions are at present to be found in the Children Act 1958, as subsequently amended by the Children and Young Persons Act 1969, the Children Act 1965, and the Adoption Act 1976. It makes no changes in the existing law, except that it brings into force some of the provisions of the Children Act 1975 which are not yet in force. The Bill will be referred to the Joint Committee on Consolidation Bills, if it receives a Second Reading. My Lords, I beg to move.
