Clause 147, page 88, line 23, at end insert— ("That part of the former County of Kin cardine which lies within both the Grampian Region and the region of the East of Scotland Water Board. Tayside.") The Commons disagreed to this Amendment for the following Reason:

[No. 20] Because the Amendment would conflict with the principle that wherever practicable the same authority should be responsible for all major infrastructure services in any particular area.

LORD POLWARTH

My Lords, I beg to move that this House doth not insist in their Amendment No. 19 to which the Commons have disagreed for the Reason given. This relates to an Amendment to which your Lordships had agreed that part of Kincardine within the area of the Grampian region and the East of Scotland Water Board be treated as an added area to Tayside for the purposes of water supply. It was accepted by my noble friend Lord Drumalbyn on the understanding that it was solely to give the other place an opportunity to reconsider their previous view. They have, however, decided that they adhere to their previous view.
