§ LORD ABERDAREMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 16. This Amendment enables the Secretary of State by regulation to limit the extent to which an authority which has delegated functions can itself exercise those functions. It thus gives some useful additional flexibility.
