§ LORD ABERDAREMy Lords, this is a minor but useful extension to the regulation-making power available under paragraph 10(1) of Schedule 1. It will enable the Secretary of State, if necessary, to require authorities to employ staff with prescribed qualifications and experience, not merely for the functions of the authority itself but of any other body, notably the local authorities with which the health authorities are to collaborate. I beg to move.
