My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 9 and, with your Lordships' permission, I will speak to and move No. 11 which is related to it. These are minor drafting Amendments to clarify the intention of certain provisions of the clause. They make clear that, while the general function of the local consultative committees is to advise health boards on the provision of services, it would be inappropriate for a committee when carrying out such a function to be Concerned with what might be called trade union matters. That restriction should not preclude the same group of people, having completed their statutory business, from going on to consider any other matter of interest to them. It is of course only in connection with statutory functions that the committees' expenses will be met from public funds.
