(" (c) requiring local health councils to submit annual reports on their activities to their Health Board and requiring Health Boards to transmit a copy of any such report to the Secretary of State;").
§ LORD POLWARTHMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 8. This Amendment will require each local health council to make an annual report to its health board. The health board will then forward a copy of this report to the Secretary of State, quite apart from any other action they may take on it. It is accepted that it will be of value for the Secretary of State to be aware of grass roots views on the operation of health services, and the Amendment ensures that health boards will pass such views on to him.
