("(2) Any agreement in pursuance of the last foregoing subsection shall, unless the Commission with the approval of the Secretary of State otherwise decide, provide").

My Lords, with your Lordships' permission I will take Amendments Nos. 22, 23 and 24 together. Clause 12, as originally drafted, provided that the Commission might recover expenses incurred in the provision of services and equipment. If they thought it unreasonable to do so, they need not make any charge, or they could make a reduced charge. Amendment No. 24 obliges the Commission to recover the expenses but leaves scope for discretion in the case of hardship. The Commission, however, can use this discretion only with the approval of my right honourable friend the Secretary of State for Scotland. The remaining Amendments are purely drafting. I beg to move that this House doth agree with the Commons in the said Amendments.
