My Lords, with your Lordships' permission I will take Amendments Nos. 19, 20 and 21 together. Clause 11, as at present drafted, enables the Commission, in the event of an owner or occupier failing to comply with a control scheme, to recover the cost of carrying out the scheme by selling the venison, the excess money from the sale going to the owner or occupier. The effect of these Amendments is to leave the excess money in the hands of the Commission, thereby increasing the incentive for owners and occupiers to comply with the control scheme requirements and so benefit from the disposal of the carcases. I beg to move that this House doth agree with the Commons in the said Amendments.
