Clause 11, page 13 line 43, leave out from ("time") to ("imported") in line 45 and insert ("within the war period").

Clause 11, page 14, line 13, at end insert— ("(2) The last foregoing subsection shall have effect in relation to bearer certificates, and in relation to sterling currency (in the form of notes or coins), as if the war period had continued up to, and ended with, the passing of this Act; and, in the application of that subsection to bearer certificates, the references in paragraphs (a) and (b) to the property shall be construed as references both to the certificates and to the securities to which the certificates related. In this subsection the expressions "bearer certificate" and "securities" have the same meanings as in the Exchange Control Act, 1947.")

My Lords, these two Amendments go together. They were made in response to the suggestion, again raised in your Lordships' House and in another place, that if the operation of this clause of the Bill had to extend beyond the war period, it ought to do so within as narrow limits as possible. The effect of the two Amendments is to confine the clause in general to the war period—that is to say, the period beginning September 3, 1939, and ending July 9, 1951, when the state of war with Germany was terminated—while extending it to the passing of the present Act only so far as concerns certain property which was removed from Germany after the end of the war. I beg to move that this House do agree with the Commons in the said Amendments.
