My Lords, this scheme is the same as that for England, Wales and Scotland, with the exception that it is proposed that the contribution shall be made to the farmer indirectly through the manufacturer or importer. This is for administrative convenience, since there are only a handful of manufacturers and importers of fertilisers in Northern Ireland, and this method will simplify the operation of the scheme. I beg to move.
