THE JOINT PARLIAMENTARY SECRETARY OF THE MINISTRY OF AGRICULTURE AND FISHERIES (LORD MOYNE)

My Lords, the purpose of this Order is to raise the standard price of oats for the current season from the 9s. which was fixed last February to 11s. 6d. The standard price is the basis from which the deficiency payment can be fixed. Hitherto the deficiency payment has not come into force because the standard price has been below the average market price, but, in view of the rising costs of farming and the new level of wages, His Majesty's Government feel that this guarantee of a higher standard price is necessary. I beg to move.
