§ THE MARQUESS OF LONDONDERRYMy Lords, as Clause 31 stands the Act apart from certain machinery provisions, would come into operation on January 1, 1935. It was assumed when this Bill was drafted that it would become law before the Summer Recess. It is now impossible to bring Part I (apart from the machinery provisions) into force before July 1 next, and the scheme for licensing tracks and the legalisation of the totalisator will not come into force until July 1, 1935. As regards Part II, which deals with lotteries and newspaper competitions, it is proposed that this part shall be brought into operation on January 1, 1935. I beg to move.
