Clause 31, page 26, line 31, leave out from ("nine,") t o ("but,") in line 34, and insert ("Sections seventeen and, eighteen and Sections twenty-seven to twenty-nine of this Act shall come into operation forthwith, and Part II of this Act and (except in so far as it effects the repeal of any provision of the Racecourse Betting Act, 1928), Section thirty of this Act shall come into operation on the first day of January, nineteen hundred and thirty-five.")

THE MARQUESS OF LONDONDERRY

My Lords, as Clause 31 stands the Act apart from certain machinery provisions, would come into operation on January 1, 1935. It was assumed when this Bill was drafted that it would become law before the Summer Recess. It is now impossible to bring Part I (apart from the machinery provisions) into force before July 1 next, and the scheme for licensing tracks and the legalisation of the totalisator will not come into force until July 1, 1935. As regards Part II, which deals with lotteries and newspaper competitions, it is proposed that this part shall be brought into operation on January 1, 1935. I beg to move.
