§ THE MARQUESS OF LONDONDERRYMy Lords, there is at present a gap in the Bill since there is no provision requiring the operator, so long as the totalisator is in use, to maintain it in proper 491 working order and to operate it properly. The present Amendment imposes this requirement which, I think your Lordships will agree, is clearly necessary.
