First Schedule, page 27, line 11, after ("operator,") insert ("shall take all such steps as are necessary to secure that, so long as the totalisator is in use, it is in proper working order and is properly operated.

My Lords, there is at present a gap in the Bill since there is no provision requiring the operator, so long as the totalisator is in use, to maintain it in proper working order and to operate it properly. The present Amendment imposes this requirement which, I think your Lordships will agree, is clearly necessary.
