My Lords, the object of this small measure is to give sanction to an agreement which has been arrived at between the, Post Office and the railway companies, by which the companies have agreed to accept 40 per cent. instead of 55 per cent. of the actual postage as prescribed by the Parcels Act of 1882 on condition that the Post Office does not transfer the parcel mails to road transport. This will effect a considerable saving. Clause 1 (e) gives the railway companies the right to require a revision of their remuneration if the number of parcels conveyed otherwise than by rail exceeds 10 per cent. of the total number of parcels transmitted by post.
