I beg to move, "That Standing Order No. XXXIX be considered in order to its being dispensed with." I wish to offer one word of apology for taking this rather unusual course. I know that this Bill is regarded with misgivings by some members of the House—misgivings which I do not share, but quite understand—but those objections have reference to the principle of the Bill, and not to its details. I allowed a reasonable interval between the Second Reading of the Bill and the Committee stage, but no Amendments have been given notice of, and I therefore venture to ask your Lordships to pass the Bill through its remaining stages this evening, in order that no time may be lost in sending it to another place.
