THE EARL OF CAMPERDOWN

I beg to make the Motion which stands in my name.

Moved, That there be laid before the House a Return (a) of the names, official designation, salary, and conditions of employment of all officers and clerks who have been appointed by the Land Court or by the Board of Agriculture for Scotland under the Small Landholders (Scotland) Act, 1911; and (b) specifying those of the above officials who before the passing of the Act of 1911 were employed by the Crofters Commission or by the Congested Districts Board, and giving their former official position and terms and conditions of employment.—(The Earl of Camperdown.)

LORD WILLINGDON

I shall be happy to endeavour to meet the desire of the noble Earl for information on the subjects which he mentions, but in view of the fact that a number of appointments have yet to be settled I would suggest that it would be more convenient that the matter should stand over until the complete list is ready. If the noble Earl will raise the question again when the House resumes its sittings I shall be happy to give him every information.

Does the noble Lord mean that between now and the next few weeks there is going to be a large number of further appointments made?

LORD WILLINGDON

All I mean to say is that the appointments are not fully made at the present moment. I will give the noble Earl the best information I can when the Horse resumes after the Whitsuntide recess.

A considerable number of appointments have been made, and I think it is desirable that we should know the names of those appointed, their official designation, their salaries, their term of office, whether they have served before, and so on. We were informed by the late Secretary for Scotland that the greatest care would be taken to pick out the most impartial and best men of every sort and kind, and I merely wish to know who have been appointed up to the present time. I suggest that no harm can be done by the giving of a Return of all those appointments which have been made up to the present time. If there are others made subsequently, I can renew the Motion later with regard to those particular appointments.

If the noble Earl will be satisfied with having a Return of the number of appointments that have been made up to the present time, I will agree to the Motion.
