VISCOUNT HALDANE

My Lords, I move the Address which is requisite, under Section 1 of the Military Manœuvres Act, 1897, to bring into operation the Order in Council which is lying in draft on the Table of your Lordships' House. It pre- scribes the areas for this year's manœuvres. The manœuvres will take place this year in the Eastern counties—in Norfolk, Suffolk, and Cambridge—and inland, where there will be an opportunity of carrying out manœuvres of a somewhat novel character.

Moved, That an humble Address be presented to His Majesty, praying His Majesty to make the Order in Council under the Military Manœuvres Acts, 1897 and 1911, a draft of which was presented to this House on the 14th February last.—(Viscount Haldane.)

I understand that the draft to which the noble Viscount refers has not been laid on the Table of the House—at least, there is only one copy of it.

The draft is never printed. It is not my fault. I remember in old days having the same experience in the other House. The practice has never been to print it, but a copy has been laid on the Table of your Lordships' House. I have a copy here, and can show it to the noble Marquess. It is a very dry document consisting only of a schedule of parishes and counties. But if the noble Marquess thinks well, I will take care that for the future the document is printed and circulated.
