My Lords, this Bill is practically a clause from a Bill which was introduced some years ago by Lord Balfour of Burleigh when he was Secretary for Scotland. It carries out a suggestion made by Lord Elgin's Committee on Prisons, and its object is to allow the Secretary for Scotland to annually appoint to be additional members of the visiting committee for any prison where female prisoners are received, a woman or such number of women as shall not exceed one-third of the prescribed number of such committee.
