My Lords, the noble Marquess who leads the House has asked me to express his regret that an important engagement keeps him elsewhere, and has requested me to move for him the Resolution standing on the Paper. I understand that its terms are approved of by the noble Marquess the Leader of the Opposition and that the Motion is not opposed. I therefore beg to move.

Moved, "To amend the reference to the Select Committee appointed to inquire into the Standing Orders of the House which relate to order in debate, and to report what alterations, if any, are desirable in those Standing Orders, by adding the following words; and to inquire into the practice hitherto followed in the case of Peers who may have sat and voted without taking the oath, and to report what alterations, if any, it would be desirable to make in such practice.'
