§ THE EARL OF GRANARDsaid that before the Bill was read a third time he wished to explain the position of His Majesty's Government in reference to it. The Bill, from a draftsman's point of view, was not quite all that His Majesty's Government would desire, and in case the Bill was to be re-introduced next year in its present form His Majesty's Government considered that some amendment would be necessary, although they entirely agreed with the principle of the Bill.
