In moving the Second Reading of this Bill, I may say it has only been able to reach your Lordships' House at this period of the session by agreement between both Parties.

I should like to express satisfaction with His Majesty's Government for having taken up this Bill, and I trust that by the suspension of the Standing Order it may pass as quickly to-morrow as certain other Bills have passed to-day.
